    The most significant event of the first semester of 2005 is the transition from the UNAIDS Staff Association Steering Committee (USASC) to the UNAIDS Secretariat Staff Association.
  • Provisional agenda item 1.6 : Report by the NGO Representative (en | fr)
    Global response to the AIDS epidemic is experiencing massive scale up. Efforts to contain the epidemic have never been so drastic. Ironically, there is continuing increase in the number of new infections and AIDS-related deaths across the regions. Being a hidden epidemic, the true magnitude of the epidemic remains under-estimated, as observed in all the regions. Still worrisome is the fact that infected persons who know their status form a small percentage of people estimated to be living with HIV.
  • Provisional agenda item 6.2 : Interim financial management information for the 2004–2005 biennium and financial update as at 31 March 2005 (en | fr)
    This report provides information on funds received and expenditures (including transfers to Cosponsors) as at 31 March 2005 against the Unified Budget and Workplan for 2004-2005. The report also presents a plan for the utilization of the anticipated fund balance which should become available on 31 December 2005.
  • Provisional agenda item 6.1 : Progress Report on the “Three Ones” (en | fr)
    Since the PCB’s last meeting in December 2004, several events and actions have contributed to the significant progress made on implementation of the “Three Ones” principles. Highlights have included: the 9 March 2005 high-level meeting held in London “Making the Money Work”, which endorsed a set of “Three Ones” targets and actions and established a Global Task Team on Improving AIDS Coordination among Multilateral Institutions and International Donors; extensive advocacy at regional and country levels; intensified work with 12 focus countries through assessments and missions; and assessment of progress made by other countries on the “Three Ones” including identifying the main obstacles to implementation. This report provides details of these developments.
  • Report of the Chair of the Committee of Cosponsoring Organizations  
    Over the past twelve months, the UNAIDS family—the ten cosponsors and the Secretariat—has continued to address the pandemic in an environment of increasing complexity, which has required urgent joint and strategic action. Further to actions and achievements highlighted in the report of the UNAIDS Executive Director, this report seeks to highlight some joint and synergistic action on selected current priority issues.

  • Provisional agenda item 2 : Report of the Global Task Team on Improving AIDS Coordination among Multilateral Institutions and International Donors  
    The Global Task Team created at a meeting held on 9 March 2005 to review the global response to AIDS with the theme, “Making the Money Work: The Three Ones in Action,” recognized that strengthening coordination, alignment and harmonization, in the context of the “Three Ones” principles, UN reform, the Millennium Development Goals, and the OECD/DAC Paris Declaration on Aid Effectiveness, is essential for rapid scale-up of the response to AIDS. It therefore developed a set of recommendations that aim to accelerate and improve the effectiveness of the response to AIDS, in the following areas: empowering inclusive national leadership and ownership; alignment and harmonization; reform for a more effective multilateral response; and, accountability and oversight.
  • Provisional agenda item 5 : UN System Strategic Framework on HIV and AIDS 2006–2010 (en | fr)
    The UN System Strategic Framework on HIV and AIDS 2006–2010 (UNSSF) is an instrument designed to strengthen commitment and expand the action of the UN system in its response to AIDS.  The Framework serves as an important tool for coordinating UN system efforts, as well as guiding the implementation of HIV and AIDS policy and programming at global, regional and country levels.
  • Unified Budget and Workplan 2004-2005 - 2004 Progress Report (en | fr)
    This report summarizes progress in implementing the 2004-2005 Unified Budget and Workplan, the most ambitious ever in terms of strategic breadth and scope. Reflecting an increase in funding of 32% over the 2002-2003 biennium, the 2004-2005 Workplan sought to maintain and strengthen the leadership role of the Joint United Nations Programme on HIV/AIDS (UNAIDS)  in the response to the epidemic, and to significantly improve the Programme’s effectiveness in assisting countries in bringing evidence-based national programmes to scale.

    The primary goal of this paper is to energize and mobilize an intensification of HIV prevention with an ultimate aim of universal access to HIV prevention and treatment.
  • Provisional agenda item 1.4 : Report of the Executive Director, 2004-2005 (en | fr)
    This report of the Executive Director to the 17th meeting of the UNAIDS Programme Coordinating Board (PCB) updates the PCB on key trends in the AIDS epidemic, summarizes major developments in advancing the global and UN system response to the epidemic in 2004-2005, and identifies critical challenges facing efforts to reverse the epidemic.
  • Provisional agenda item 4 : UNAIDS Unified Budget and Workplan 2006-2007 (en | fr)
    The UNAIDS Unified Budget and Workplan for 2006-2007 represents UN reform in action, uniting in a single two-year strategic framework the coordinated AIDS work of 10 agencies of the UN system and the UNAIDS Secretariat. It seeks to catalyze an extraordinary, accelerated response to the global AIDS epidemic.
