  1. To monitor more than 100 media sources globally in official languages of UNAIDS (English and French are mandatory, capacity to monitor global Spanish and Russian media an advantage). Examples of media sources can be found in Annex 5.
  2. To screen, select and edit global media reports in order to produce an early morning round-up of the top news headlines on AIDS that are relevant to UNAIDS. Send the early morning round-up to UNAIDS Communications staff by 10.00am CET daily.
  3. To screen, select and edit global media reports, taking into account sensitivity and appropriateness of articles in order to produce an comprehensive selection of the top news headlines on AIDS that are relevant to UNAIDS. And produce and distribute results electronically via a daily summary report, “Today’s News”, to all UNAIDS external stakeholders around the world on every working day of UNAIDS HQ.

Enhancements of Global Reporting Tool

The RMA team has explored the available systems that meet the needs of 2012 Global Reporting, and analyzed the cost-benefits of each. Drupal, a content management system, was selected as the choice platform for the task. The winning advantages of this platform are its design flexibility, exiting use of the platform at UNAIDS, free cost, and the availability of an extensive open-source community of knowledge.

A system is currently in development using Drupal to collect data for 25 indicators, and produce the data extract from all users, The system will include one report on the number of submissions

This Request for Proposal is to contract additional development work to:

  1. Enhance the system with data collection forms for additional 30 indicators (~1370 data cells)
  2. Enhance the data extract to include the additional indicators.
  3. Enhance existing report detailing all data entered for any one country to include new indicators

The work is estimated to commence on October 20th, with a delivery of the first version of the reporting platform by November 20th. Additional support days are made available to be used until the end of the reporting period, March 31, 2012.

Development of a creative concept for a fundraising and advocacy campaign

UNAIDS is in the process of diversifying the basis of donors and supporters. As part of this process, a specific appeal to financially contribute to UNAIDS vision and strategy for the next years would be launched in connection with the High Level meeting on AIDS1 (June 8-10, 2011).

While there would be an obvious interaction with other communication campaigns under way from UANIDS, this campaign is very specific both in terms of targets and in terms of objective (solicit financial contribution). This campaign would not use specific media like video, TV, radio, posters, etc. but would be mostly based in communications to key decision makers via letters, personal face to face contact and events/meetings.

This RFP is to solicit proposal from advertising and communication agencies to develop a creative concept for this specific campaign which include:

  • Suggested approach and strategy to use the proposed concept, messaging and visuals and related tactics envisaged
  • Overall messaging and tone for the campaign and for each specific targets including slogans and call for action
  • Proposed visuals to be used across the various target audiences and communications/events

The campaign would start in June but it is envisaged to use for at least one year.

Specific Tasks:

  1. Review key policy documents issued by UNAIDS concerning international trade and intellectual property rules and access to HIV-related medicines and commodities.
  2. Following a review of the literature and consultations with concerned UNAIDS Secretariat and Cosponsor staff, provide a detailed written study design and protocol proposal, undertake research based on secondary data sources, and deliver a study report as part of the Doha+10 events
  3. Technical support on Intellectual Property and access to HIV treatment.

The consultancy is expected to commence in April 2010. Information Technology (IT) Skills Long Term Agreement

The purpose of this Call for Expression of Interest (EOI) is to identify companies that are capable of providing defined IT resources and services as sought by UNAIDS. Following the results of the EOI, an open Request for Proposal (RFP) will be launched with refined terms of reference (TORs) and requirements

UNAIDS is seeking functional and technical skills in many diverse areas of Information Technology. Most of these skills will be taken on an ad hoc basis (and usually for short periods of time) for filling internal resource gaps on new or existing IT projects. The expectation is that most of the resources attained through this agreement need to start within two weeks of the original UNAIDS request. The quick availability of staff is critical to the success of this agreement.

Mapping Technical Support for Health-Systems related aspects of HIV Programs and Planning

The work will look at sources of TS that have already been providing support and assistance to HIV activities and programs. It will also identify sources of TS that are not HIV-specific, but are nevertheless in the position to potentially support addressing health systems bottlenecks to HIV responses in the future, within the context of the development of broad health system and health planning capacity. The sources of TS should be assessed at country, regional and global levels.

This work will in particular serve to map out:

  • Sources of TS for health sector planning including the HIV elements of such planning
  • Sources of TS for strengthening different aspects of the health systems, including in particular:
    • The health work force
    • Procurement and Supply chain management
    • Service delivery, including the design and evaluation of decentralized and integrated programs and services

The contractor will provide writing, editing and proofreading of the following types of documents:

  1. Analytical or critical writing that may include literature reviews, working with multiple data sources and formulating and writing to a point of view and voice.
  2. Report writing and analyses that may include working with multiple focal points for information, as well as researching and interviewing.
  3. Researching, drafting and editing speeches, opinion editorials, briefing notes, talking points, media materials and publicity texts.
