Provisional agenda item 1.2: statement by the Executive Director (en | fr) In this statement, Dr Piot reviewed the epidemic’s status, global advocacy efforts, and progress in regional HIV/AIDS responses, technical developments, monitoring and evaluation, and cosponsorships. He also called for urgently focusing on: young people’s requirements and involvement in the HIV/AIDS response and the issue of migrants and HIV/AIDS from an international community perspective.
Item 4: development of the Monitoring and Evaluation Plan for UNAIDS from activity monitoring towards an accountability framework in a multi-partner collaboration (en | fr) UNAIDS’ framework for guiding its monitoring and evaluation activities is set into in the broader context of the global response to HIV/AIDS. Within this, UNAIDS’ Secretariat work is carried out in a linked network of UN agencies, bilateral donors, national governments, national and international NGOs, and groups representing civil society and people with HIV/AIDS.
Report of the second ad hoc thematic meeting of the Programme Coordinating Board of UNAIDS, New Delhi, 9-11 December 1998 (en | fr) Reports to the Board included: proposed strategic actions for a young people and HIV/AIDS global strategy; a progress report on the UNAIDS monitoring and evaluation plan objectives, indicators, processes and tools; a migration and HIV/AIDS update during which the PCB called for action-oriented research to fill major information gaps so that appropriate policy decisions can be made.
Provisional agenda item 3: young people and HIV/AIDS: background discussion paper on the elements of a global strategy (en | fr) Worldwide, young people account for more than 50% of new HIV infections. Priority actions include: creating national policies to reduce young people’s vulnerability; protecting their rights; promoting their participation in expanded national and local responses; improving HIV/AIDS-related school programmes; expanding youth-friendly health and HIV/AIDS services; ensuring care and support for affected orphans and young people.
Provisional agenda item 4: migration and HIV/AIDS (en | fr) Every year there are around 120 million people moving voluntarily from one country to another or within their own country, plus another 38 million refugees and internally displaced persons. HIV and other STDs have been shown to spread more rapidly as populations become more mobile.
