UNAIDS strongly welcomes the announcement by Sweden at the 47th meeting of UNAIDS Programme Coordinating Board to renew its annual funding commitment to UNAIDS of SEK300 million in core funding for 2021, equivalent to 36 million USD, demonstrating the country’s continued leadership in the global AIDS response. UNAIDS congratulates Bhutan’s parliament on voting to repeal Sections 213 and 214 of the country’s Penal Code. Those provisions criminalized certain private sexual acts and led to discrimination against and the marginalization of lesbian, gay, bisexual and transgender (LGBT) people. The country’s parliament voted for the repeal on Human Rights Day, 10 December.

The world is only 10 years away from the deadline for the universal health coverage target of the Sustainable Development Goals. Only 10 years away from when everyone should have access to quality essential health services and access to safe, effective, quality and affordable essential medicines and vaccines. But that target seems as far away as ever. In 2017, less than half of the world’s people were covered by essential health services, and if current trends continue it is estimated that only 60% of the global population will enjoy universal health coverage by 2030.

And yet we have learned from the AIDS response that it is only where rights are respected, protected and fulfilled that countries can make progress against an epidemic and build fairer societies.

We must have a #PeoplesVaccine, not a profit vaccine. Unless urgent action is taken by governments and the pharmaceutical industry to make sure enough doses are produced, COVID will continue lay existing inequalities bare. Pharmaceutical corporations and research institutions working on Covid19 vaccines must share the science, technological know-how, and intellectual property related to the vaccines to maximise production by other quality producers. This will allow that enough safe and effective doses to be supplies to all who need the vaccines at the same time. And there is already a global mechanism that facilitates this sharing: the World Health Organization COVID-19 Technology Access Pool (C-TAP).

Today, the World Trade Organization’s Trade-Related Aspects of Intellectual Property Rights (TRIPS) Council meets to consider a proposal presented by the Governments of South Africa and India for a temporary waiver of certain TRIPS obligations in order to facilitate an appropriate response to COVID-19. The aim is to create certainty and clarity, guaranteeing freedom to operate, innovate, procure and scale up manufacturing capacities in essential health technologies at the required scale. The waiver would reduce transaction costs and eliminate key barriers across the research and development cycle and the supply chain for the access and delivery of health technologies to prevent, diagnose and treat COVID-19.

The latest report on the progress towards the Start Free, Stay Free, AIDS Free targets shows that despite great progress made since the early days of the epidemic, the HIV response for children has fallen behind. Year after year, the bold target of eliminating new HIV infections among children is being missed and children are dying needlessly from AIDS-related illnesses—deaths that could be prevented with simple and cheap treatments if the children were diagnosed and treated in time.

UNAIDS welcomes the decision by Gabon to decriminalize same-sex sexual relations. Following a vote by the Gabon Senate on 29 June 2020, the signing off of the decision by the President means that Gabon has joined a growing list of countries in Africa and beyond that have removed criminal laws that target and discriminate against lesbian, gay, bisexual, transgender and intersex (LGBTI) people.

The PCB, which met from 23 to 25 June 2020, was held for the very first time as a virtual meeting because of the COVID-19 pandemic. The PCB, chaired by the United States of America, had decided that it would be important to demonstrate that the intergovernmental process can continue to work effectively during the COVID-19 pandemic.

The Government of Germany has announced that, in addition to its annual core contribution of €5 million, it will contribute a further €20 million to UNAIDS in 2020 to strengthen the response to HIV during the COVID-19 pandemic. UNAIDS congratulates Quarraisha Abdool Karim, the Associate Scientific Director of the Centre for the AIDS Programme of Research in South Africa (CAPRISA), for being awarded the prestigious Christophe Mérieux Prize for 2020. Bestowed by the Christophe and Rodolphe Mérieux Foundation to support research into infectious diseases in developing countries, the award is chosen by the Institut de France, based on proposals from the foundation, and comes with a 500 000 euro prize to support further research.

The AIDS movement has lost one of its earliest and leading activists, Larry Kramer, who passed away on 27 May 2020 in New York City. Mr Kramer was one of the first to raise the alarm in the United States of America about the spread of the AIDS epidemic and throughout his life he actively rallied support to accelerate research into treatment and support for people living with HIV.

As we have seen in wealthier countries, economic and social determinants of ill-health are strong predictors of the likelihood of dying from COVID-19. The greatest risk will be for poor people in poor countries who have a much higher burden of existing illness, and of whom hundreds of millions are malnourished or immunocompromised. For the quarter of the world’s urban population who live in slums, and for many refugees and displaced people, it is not possible to socially distance or to constantly wash hands.

A modelling group convened by the World Health Organization and UNAIDS has estimated that if efforts are not made to mitigate and overcome interruptions in health services and supplies during the COVID-19 pandemic, a six-month disruption of antiretroviral therapy could lead to more than 500 000 extra deaths from AIDS-related illnesses, including from tuberculosis, in sub-Saharan Africa in 2020–2021. In 2018, an estimated 470 000 people died of AIDS-related deaths in the region.

Both international and European human rights bodies have affirmed the right of people to legally change their gender and name to match their gender identity, recognizing that the right is fundamental to the enjoyment of many other rights. UNAIDS is therefore concerned that the Government of Hungary is proposing to remove the right of the people of Hungary to legally change their gender on legal documents.

UNAIDS warmly welcomes the decision made by the Portuguese Government to grant temporary residency rights to all immigrants and asylum seekers who applied for residency in the country before 18 March 2020, when the state of emergency for COVID-19 was announced. These rights will give immigrants and asylum seekers access to social and health benefits, including access to the national health service, bank accounts and work and rental contracts, until at least 1 July 2020.

Activists and advocates have been campaigning for a number of years to make the life-saving preventative HIV medicine available to people at higher risk of HIV and on 15 March the government announced that PrEP will be made available across the country as part of the government’s efforts to end HIV transmission by 2030.
