To help measure progress on gender equality and HIV, a global indicator on “prevalence of recent intimate partner violence” has been added to the core indicators for country reporting on the progress in the AIDS response, with 52 countries having reported on the indicator. The UNAIDS family would like to reiterate its readiness to work with all partners to eliminate violence against women and girls and work towards the vision of Zero new HIV infections, Zero AIDS-related deaths, and Zero discrimination.

What we need is a social revolution. First, we must give women and girls the power to protect themselves from HIV by giving them access to the life skills and knowledge of sexuality education. Second, this social revolution calls for a shift in the development agenda. Poverty reduction must be accompanied by an expansion of dignity and freedom for women and girls.

Clearly, HIV is much more than a health issue: it is a development issue, a human rights issue, a gender issue and an inequality issue. Tackling discrimination against women is central to the AIDS response. This is why the UNAIDS family has placed gender equality and human rights at the core of its work, as one of the three pillars of its Strategy for 2011-2015, which is based on the UNAIDS vision of three zeros – zero new HIV infections, zero discrimination and zero AIDS-related deaths.

La agenda para la acción acelerada de los países para abordar la problemática de las mujeres, las niñas, la igualdad de género y el VIH 2010-2014 (Plan Operativo) apoya la aplicación del Marco de Acción del ONUSIDA: abordar la problemática de las mujeres, las niñas, la igualdad de género y el VIH. El Marco de Acción se desarrolló en respuesta a la necesidad acuciante de abordar las desigualdades persistentes de género y las violaciones de los derechos humanos, que colocan a las mujeres y niñas en una situación de mayor riesgo y vulnerabilidad al VIH, y que comprometen los logros obtenidos en la prevención de la transmisión del virus y la ampliación del acceso a tratamiento antirretroviral. El Marco de Acción del ONUSIDA da preeminencia a iniciativas en las tres áreas esbozadas más abajo, en las que el ONUSIDA y el UNIFEM pueden aportar contribuciones específicas y singulares.

El Instrumento pretende brindar apoyo a los países en el diagnóstico de sus epidemias de VIH, el contexto y la respuesta que proveen desde una perspectiva de género, ayudándoles a hacer que sus respuestas sean más transformadoras de género y, por tanto, más efectivas. El Instrumento está especialmente diseñado para impulsar el desarrollo o revisión de los planes estratégicos nacionales y para informar sobre el desarrollo de los casos de inversión de los países, como así también las notas conceptuales al Fondo Mundial de Lucha contra el SIDA, la Tuberculosis y la Malaria.
