This UNAIDS Best Practice key material is directed at managers of national and international NGOs working on HIV/AIDS and other health and development issues. It is intended to increase their awareness of the opportunities, and possible problems, associated with alternative resource mobilization strategies, with a special focus on commercial activities. It is hoped that this will motivate NGO managers to determine and begin implementing the most appropriate resource-generating strategies to enable their organizations to continue and expand their important work.

Drawing on the broad experience of UNAIDS, WHO and the International HIV/AIDS Alliance, the Handbook on access to HIV/AIDS-related treatment provides nongovernmental organizations, community-based organizations and groups of people living with HIV/AIDS with a practical resource for responding to issues of access to treatment for HIV/AIDS in developing countries. The handbook will: build practical skills among NGOs, CBOs and PLWHA groups by using participatory activities and sharing experiences; provide a training resource for NGO support programmes, training organizations and individuals; facilitate ongoing learning about the HIV/AIDS-related treatment work of NGOs, CBOs and PLWHA groups. The handbook is intended to assist groups in finding ways of understanding, planning and undertaking work on HIV/AIDS related treatment. It is suitable for use with people of varying levels of experience and offers flexibility to facilitators who need to gear their work towards specific schedules and situations.

The aim of this case study is to document and analyse the whys and wherefores of the partnership between the International Federation and GNP+, and its progress from the early discussions in late 2000 until mid 2003. It focuses on work at a global level and nationally in some African countries and in Honduras, with reference to the partnership in other regions. It is an attempt to offer a frank account of what the partnership means, at global, national and grassroots levels; to reflect on the challenges and successes, and to offer lessons learned, for other organisations as well as for the two partners.

The cost-effectiveness analysis is an important tool in the prioritysetting process of strategic planning. In responding to the HIV/AIDS epidemic the costs and consequences of the initiatives proposed in an AIDS programme must be known to the decision-makers to make best use of scarce resources.

С того времени Сеть расширилась и сегодня предоставляет услуги по всей стране. Основные стратегические компоненты ее деятельности включают расширение доступа к уходу и поддержке; лоббирование и проведение пропагандистской работы для защиты прав людей, живущих с ВИЧ; стремление сформировать толерантное отношение в обществе к людям, живущим с ВИЧ; усиление организационного потенциала Сети. The response to AIDS in Madagascar has, for a long time, been compared to a helpless vessel drifting on a stormy sea. Since there was no common vision, no coherent communication strategy to accompany the measures, and no clear leadership—even less any systematic follow-up—the response could be compared to a place where everybody was fighting their way to mark their territory or to a blank page on which everybody could, in indescribable cacophony, write and play their own music.

The agenda for accelerated country action provides guidance for UN agencies at the country level (UN joint teams on AIDS) on actions to be taken in collaboration with governments, civil society and development partners to make national AIDS policies and programmes more responsive to the specific needs, and more protective of the rights, of women and girls.
